Best OCR Software for Accounts Payable

Short answer: the best OCR software for accounts payable depends on which part of AP is actually broken. If approvals and payments already work and only the keying is slow, buy a focused extraction tool priced per document. If nothing is automated yet, you are buying an AP platform, and the OCR is the smallest part of that decision. If you are building your own pipeline, the cloud APIs read an invoice for about one cent a page. Paying platform prices to fix a capture problem is the most common overspend in this category.

Every price below was read from the vendor own pricing page or price API on 3 September 2026. Where a vendor publishes nothing, this article says so instead of guessing.

The published prices, side by side

Start here, because half the shortlist eliminates itself on the floor price alone. Seven of the tools an AP team usually evaluates, and what each one will actually tell you before a sales call.

Two numbers in that table are the published floors of the whole market. Rossum will not start below 18,000 dollars a year and Veryfi will not start below 500 dollars a month, no matter how few invoices you send. For a company processing a few hundred supplier bills a month, the floor decides affordability long before the unit rate does.

Best if approvals and payments already work

This is the most common situation and the most commonly mis-solved one. The purchase orders are in the ERP, approvals run in email or a workflow tool, payments go out on schedule, and the only thing that runs at human speed is somebody typing vendor, invoice number, date, tax, total, and thirty line items off a PDF.

Buying a full AP platform to fix that means adopting an approvals engine you did not need and, in most cases, moving your payment rails. A focused extraction tool solves it in an afternoon: upload the stack, review the fields, export a file the accounting system already accepts. This is what OCR for accounts payable means in its narrow, useful sense, and it is separable from everything else in the cycle.

The test for whether this is you: write down the steps in your invoice cycle and mark how long each one takes. If capture is more than half the elapsed time, buy capture.

Best full platform if nothing is automated yet

If invoices arrive in a shared mailbox, approvals happen by forwarding, and somebody cuts checks manually, the OCR is genuinely the least of it. Here BILL, Tipalti, and Stampli are real candidates and the evaluation should weight workflow far above extraction quality.

Watch the billing unit, because it decides how the cost behaves as you grow. BILL charges per user per month, so a five-person AP team on the Corporate plan is 445 dollars a month before any transaction fee, whether that team processes 200 invoices or 2,000. Tipalti charges a platform fee with unlimited users and layers transaction pricing per invoice and per payment on top, which it does not publish. Those two models point in opposite directions: BILL punishes headcount, Tipalti punishes volume. Neither is wrong, but only one will match your growth curve, and it is worth knowing which before signing an annual contract. Teams weighing whether to add another AP hire instead of software often find it useful to score where the finance process actually stands today before deciding which of the two costs more.

BILL also publishes a full transaction fee card, which most competitors do not: 59 cents for ACH, 1.99 dollars for a check it mails, 19.99 for a USD international wire, and 1.0 percent on foreign exchange with a 9.99 minimum and a 100 dollar cap. Those add up faster than most buyers model.

Best if you are building your own pipeline

The cloud extraction APIs are the cheapest reading available, and the rates below were pulled live from the AWS Price List API, the Azure retail prices API, and Google Cloud pricing on 3 September 2026.

That last row is worth reading twice. Most comparison articles flatten Google to a tidy one cent per page, which is wrong: the expense parser bills in blocks of ten pages, so a single-page supplier invoice costs ten times what AWS or Azure charge for the same document. Google reaches parity only at exactly 10, 20, or 30 pages and is never cheaper. Raw text OCR, without field extraction, is 1.50 dollars per 1,000 pages on all three clouds. The honest caveat is that one cent a page buys reading and nothing else. You still build the intake, the validation rules, the review interface, the exception queue, and the ERP write-back. That engineering is usually worth more than the API bill.

What the accuracy claims are worth

No major OCR vendor publishes a verifiable accuracy rate for invoice extraction. Google states outright that Document AI does not provide a metric for accuracy and reports precision, recall, and F1 instead. AWS Textract returns a per-block confidence score, not an accuracy rate. Azure publishes estimated accuracy only for custom template models. Every 98 or 99 percent figure circulating in AP vendor blogs is self-reported and measured on documents the vendor chose.

There is also arithmetic that these claims quietly skip. Character accuracy compounds across a field. At 99 percent character accuracy a nine-character invoice total is fully correct only 91.4 percent of the time. At 99.5 percent it is 95.6 percent, and at 99.9 percent it is 99.1 percent. So even a genuinely excellent engine leaves roughly one total in twelve needing a human eye at the 99 percent level, which is why a review step belongs in every AP capture design rather than being treated as a failure of the software.

The three billing units are not comparable

AP tools price off three different things and the comparison only works inside a unit. Per user per month, as BILL does, tracks headcount. Per document, as Veryfi does, tracks volume. Per page, as the cloud APIs and page-based tools do, tracks document length, which matters because a fifteen-page freight invoice is one document and fifteen pages.

Run the arithmetic on your own numbers before comparing anything. A team of five processing 1,000 single-page invoices a month pays 445 dollars on BILL Corporate (45 cents an invoice), 500 dollars on Veryfi Starter because the minimum commitment exceeds 160 dollars of actual usage (50 cents an invoice, more than three times the 16 cent sticker rate), and 1,500 dollars a month on Rossum Starter (1.50 an invoice). Those are our calculations from the published rates above, not vendor claims. The ranking changes completely at 5,000 invoices a month, and again if the team grows to twelve people.

Do not overlook line item extraction

Header fields, meaning vendor, date, and total, are the easy part; they appear once in predictable places. Line items are a repeating table with variable row counts, page breaks mid-table, merged cells, and wrapping descriptions, which is why line-level extraction is so often held back for a higher tier or sold separately. For accounts payable the line detail is not a nice extra. GL coding by expense category, department allocation, and three-way matching against a purchase order all operate at the line level. Header-only capture relocates the typing rather than removing it, and you find that out in month two. How to run a real evaluation in an afternoon

Pull a hundred invoices from the last two months, and deliberately include the worst ones: the faded scan, the fifteen-page freight bill, the supplier who prints two invoices on a single sheet, the one with handwritten annotations. Run that same set through each shortlisted tool during its trial.

Then count, do not estimate. How many header fields needed correcting. How many line items were missed or merged. How long the review took per document. Multiply by your monthly volume and compare that against each tool published price at your volume. An hour of counting produces a better decision than a week of reading comparison pages, including this one.
