Emburse does not publish a price for Emburse Professional, the product formerly sold as Certify Expense. The pricing page lists features and a 14-day free trial with no credit card, and every plan is quoted by sales. The last price Emburse showed in public was Certify Now! at $12 per user per month for teams of 1 to 25 employees, which was removed from the site between September 2024 and March 2025.

So when a review site tells you Emburse costs "$8 to $12 per user", it is repeating that old Certify Now! figure, not a rate card you can buy from today. Below is what is on the record, what a per user plan at that level adds up to for a small team, what Professional includes, and when a flat priced receipt tool does the job for less.

The Professional page was already without a number in the March 2025 archive, and certify.com/pricing now redirects. If you need a firm figure, the only route is a quote from Emburse sales.

How much does Emburse cost per user?

There is no current published per user rate. The last list price, Certify Now! at $12 per user per month, is the best public anchor, and third party buying guides such as Spendflo still quote a range of $8 to $12 per user per month. Treat any number as a starting point for negotiation: Professional is sold with implementation support and add-ons, so the quote depends on user count, integrations and whether you also buy travel or payments.

Here is what the old $12 rate works out to, so you can test a quote against it:

Users who submit expensesAt $12 per user per monthPer year
5$60$720
10$120$1,440
25$300$3,600
50$600$7,200

Our arithmetic from the archived Certify Now! price. A Professional quote can be higher because it adds integrations and implementation support.

Is Emburse the same as Certify?

Yes. Certify Expense is now Emburse Professional. Emburse is the company formed around Certify, and it also owns Chrome River (now Emburse Enterprise) and Abacus (now Emburse Spend), and it sells Captio as a separate product. If an old contract, invoice or app says Certify, it is the same product family, and renewals are priced under the Emburse name.

What does Emburse Professional include?

The archived plan table is the clearest description of the split. Both plans shared the core expense report features; Professional added the integrations that mid-sized finance teams pay for.

Today's Professional page lists the same Professional column. It also says per diem expense policies can be configured to enforce limits on the road.

Does Emburse have a free trial?

Yes. Emburse Professional offers a 14-day free trial with no credit card required and the option to cancel at any time, according to its pricing page in October 2026. The trial is the only self-serve step; after it, pricing is agreed with sales. Use the two weeks to run one real month of receipts through it, so you can compare scan accuracy and admin time against the quote.

Is there a cheaper alternative to Emburse for receipts and per diem?

It depends on which half of Emburse you need. If you need approval chains, corporate cards, ACH reimbursements and travel booking in one contract, a per user platform like Emburse, SAP Concur or Expensify is the right category, and you should compare quotes. Many small US teams only need the other half: receipts read correctly, categorized, totaled per trip and exported to the books.

That half is what ReceiptOCR does on a flat plan. Starter is $49 a month for the whole account, and the price does not rise with the number of people whose receipts you upload. It reads receipts and invoices with AI, assigns expense categories, keeps a mileage log, and builds per diem expense reports at GSA rates with the 75 percent travel day rule and a lodging cap check, then exports Excel or CSV. It does not issue cards, route approvals between managers or pay employees.

A practical test: count the people who actually need to log in and approve. If it is one bookkeeper or an owner reviewing everyone's receipts, per user pricing charges you for seats that never approve anything. If it is twenty managers in an approval chain, the per user platform earns its price.

What should a small business budget for expense software?

For a US team of 5 to 25 people, the public anchors put a per user platform at roughly $60 to $300 a month before add-ons, and a flat receipt tool at $49 to $149 a month regardless of headcount. Card programs and reimbursement payments are often priced separately, by transaction. Our expense management software pricing breakdown lines up Expensify, Concur, Zoho Expense and Ramp the same way, and the expense report software page shows how reports come together from scanned receipts. If what you really want is an alert the moment card spend passes a budget, rather than a report after the trip, that is a job for spend monitoring software with budget alerts, not for another expense report seat.

How to get a lower Emburse quote

  • Quote by active submitter, not headcount. Employees who never travel or buy anything should not be seats.
  • Price Professional without the bundle first. Travel, cards and payments are separate products; add them after you know the base rate.
  • Ask what implementation costs. The page promises "the level of implementation support you need", which is a line item in many quotes.
  • Use the trial on real receipts. Fourteen days of your own folios, fuel slips and meal receipts tells you more than a demo.
  • Bring a flat priced benchmark. Knowing that receipt capture and per diem reports cost $49 a month elsewhere is useful leverage.

Bottom line

Emburse pricing is quote-only in 2026. The last public number, $12 per user per month for Certify Now!, is a fair floor for budgeting, and Professional quotes add integrations and support on top. Buy it when you need approvals, cards and reimbursements in one system. If you mainly need receipts turned into categorized data and per diem reports, upload a batch of receipts and see the spreadsheet before you take a sales call.
