The headline rate is genuinely low: $4 per user per month undercuts most of the category. The surprises are not in the seat price at all. They sit in the user cap on the free tier, the monthly receipt scanning quota attached to every plan, and the fact that Zoho bills on people who were active rather than on licenses you bought.
Zoho lists a maximum of three users against the Free tier. That is a hard ceiling rather than a soft nudge, so the fourth person to file an expense moves the whole company onto a paid plan. Small teams often plan around the free tier and then hit this within a quarter of hiring.
Autoscan, the feature that reads a photographed receipt, carries a monthly quota on every tier: 20 scans per user on Free, 200 on Standard, 1,000 on Premium. The seat price buys the platform. It does not buy unlimited extraction, which is the thing most buyers assume they are paying for.
Zoho states you can add as many users as you like, but anyone who creates an expense or an expense report is charged. Buying ten licenses does not cap the bill at ten. In Zoho own published example, ten Premium annual licenses with fifteen active people generates an invoice for the extra five.
In that same worked example Zoho bills the additional active users at $9 per user for the month, against a Premium annual rate of $5. Going over your license count is charged at a noticeably higher rate than the seats you committed to, so a busy month costs more per head than a quiet one.
Free includes receipt capture with AI-powered OCR. Itemized receipt capture, which splits a receipt into its individual lines rather than a single total, is listed under Standard. If you need line level detail for coding or tax, the entry price is $4 per user per month and not zero.
Several things buyers assume are bundled are priced separately. Self booking for travel is $9.99 per trip. Premium Support starts from $490 a year. The Jumpstart onboarding package starts from $500. None of these appear in the per-user figure quoted on the plan cards.

Zoho includes AI-powered receipt scanning in all four tiers rather than gating it behind an upgrade. What changes between tiers is the monthly allowance. Once the quota is used, Zoho says you can still create expenses manually or upload receipts for recordkeeping.
The scanning allowance resets at the start of every billing cycle, and Zoho publishes it as a per user figure. Zoho does not describe the allowance pooling across a team, so a company where one bookkeeper scans everything cannot draw on quiet colleagues unused quota.
The seat rate is the easy part. Getting a realistic number means checking your scanning volume and your active headcount as well.
Zoho charges for users who create expenses or expense reports, not for everyone in the directory. Pull twelve months of submissions and count distinct filers per month, then take the peak. That peak, not your average, is the number that shows up on a bad invoice.
Tip: Approvers who never file an expense of their own do not trigger a charge, so count filers rather than logins.
Divide your monthly receipt volume by the number of filers to get scans per user. Compare that against 20 on Free, 200 on Standard and 1,000 on Premium. If a handful of heavy travelers push past the tier ceiling, the quota rather than the seat price decides which plan you need.
Free reads a receipt down to its totals. Standard adds itemized capture, which breaks the receipt into individual lines. Teams that code spend by category, split shared bills or need per line tax detail should price from Standard upward and skip the free tier comparison entirely.
Take the seat rate, multiply by peak active filers, multiply by twelve, then add anything from the add-on list you actually need. Travel self-booking at $9.99 per trip and support packages starting at $490 a year are common additions that move a tidy per-user number a long way.

You need to know exactly where free stops. The answer is three users and 20 receipt scans each per month, and both limits arrive sooner than most teams expect.
You want a defensible annual figure. That means peak active filers rather than headcount, plus a check that your receipt volume fits inside the tier quota.
You are putting Zoho next to Expensify, Concur and Ramp and need to see that all four meter completely different things before building a table.
If receipts, not seats, are what you have a lot of, the quota ladder matters more than the per-user rate and a per-document tool may price better.

Because every tier bundles a fixed scanning allowance into a fixed seat price, you can work out the effective price per scan at full quota use. Divide the monthly seat rate by the monthly scan allowance. This is our own arithmetic from the published figures, and it only holds if a user genuinely fills the quota.

The last column is the one worth staring at. A bundled quota is only cheap if you use it. A Premium seat looks like half a cent per scan on paper, and costs 30 cents per scan for a manager who files twenty receipts a month. Because Zoho publishes the allowance per user and does not describe pooling it across the team, an office where one bookkeeper scans everything cannot borrow quota from colleagues who never travel.
Four vendors, four different units of measurement. This is the comparison that has to happen before any table of monthly rates means anything, using published entry rates only.

Zoho is the only one of these that publishes an explicit receipt scanning quota per user. Concur takes the opposite approach and leaves receipt capture out of the entry plan altogether, which we break down on our Concur pricing page, while Expensify meters people rather than documents, covered on our Expensify pricing page, and Fyle lists unlimited scanning but bills a 5 user minimum, covered on our Fyle pricing page. If receipts rather than seats are the thing you have in volume, a pooled per-document plan changes the shape of the bill entirely.
Two ceilings end the free tier, and teams usually hit one long before the other. The user cap is three. The scanning cap is 20 receipts per user per month, which is 60 receipts a month for a full free-tier team.
